Picture an Arabian sheik on a long journey through the desert. One of his horses dies. He directs his retinue to requisition another from the next town. Two horses are brought forward. The sheik will choose one.
The owners do not want to lose their horses. Each begins to exaggerate the weaknesses of his own animal. "Too old. Too slow. The leg has trouble. Surely not up to your Highness's standards." The owners are running a coordinated negative-marketing campaign on their own goods.
The sheik sees what is happening. He says, "Very well. Let's have a race. I'll take the winner."
The aide steps closer and whispers a worry. "But your Highness, this will not decide the best horse. The owners will not push their horse to their very best."
The sheik smiles. "Ah, but they will. Order each man to ride the other man's horse."1
Read the move. The sheik has not asked the owners to be honest about their horses. He has not appealed to their patriotism, their respect for him, their better natures. He has structured the situation so that each owner's existing motivation — to keep his own horse — drives him to defeat the rival's horse, which the owner is now riding. The owner's selfish impulse is harnessed. The honest race result emerges from the structure rather than from the participants' character.
This is what Siu means by technological knowledge of people.
"In the harnessing of people, you should understand as much of their behavior as the engineer knows of the tensile strength, ductility, expansion coefficient, and other properties of his structural materials before designing and building a bridge."2
The engineer does not appeal to the suspension cable's loyalty. The engineer learns the cable's properties — what loads it can bear, where it will yield, how it behaves under stress and fatigue — and designs accordingly. People, in Siu's framing, have analogous properties. The operator who learns them designs operations that produce the desired outcomes by working with the properties rather than against them.
Then Siu names the distinction the rest of the page lives on.
"Just as an engineer does not count on his suspension cables to stretch beyond their elastic limits without breaking, so should you not expect people to act in ways other than their nature allows. This kind of knowledge is technological rather than humanitarian. It is important that the two not be confused. The former is knowing how to use people as tools; the latter is knowing how to care for them as human beings."3
Two kinds of knowledge. Both about people. Both legitimate. Different in their deployment, different in what they enable, different in what they produce. Siu insists they not be confused.
Technological knowledge of people is what the sheik used. It is the operator's competence in predicting, structuring, and harnessing human behavior. Siu names the four roles in which this knowledge applies: "Human beings should be appreciated in each of four distinctive roles, namely, as resources, target, opposition, and milieu."4
Each role has different operational requirements. The technological operator knows the differences. They do not treat resources as targets, targets as opposition, opposition as milieu. The category errors produce specific operational failures.
Humanitarian knowledge of people is something else. "Knowing how to care for them as human beings." This is the knowledge of the parent toward the child, the friend toward the friend, the spouse toward the spouse. It is not about predicting behavior or harnessing motivation. It is about recognizing the other as an end in themselves whose welfare matters independent of any operational use. This knowledge produces care, presence, gift, sacrifice — the full repertoire of relational engagement.
The two knowledges use overlapping cognitive infrastructure but deploy it differently. Theory of Mind — the human ability to model what others are thinking and feeling — is the substrate for both. Theory of Mind in service of prediction is technological. Theory of Mind in service of care is humanitarian. Same neural machinery. Different end.
The framework's instructional weight is in the non-confusion requirement. Siu does not say humanitarian knowledge is wrong, or that technological knowledge is right. He says: do not confuse them.
The confusion produces specific damage in two directions.
Confusion-A: Treating intimates technologically. The operator who has spent the day running technological knowledge in the office returns home and applies the same lens to family. The spouse becomes a target whose behavior is to be managed. The child becomes a resource whose development is to be optimized. The relationships hollow out because the humans on the other end can feel the technological cognition behind the care. Care that is run through the technological lens registers as not-care.
Confusion-B: Treating operations humanitarianly. The operator who attempts to run their organization on humanitarian knowledge alone — making decisions based on what would best care for each person involved — produces operations that cannot scale, cannot make hard calls, cannot allocate scarce resources, and ultimately cannot sustain the organization that would have allowed the humanitarian care to continue. The category error in this direction is less common but more visible when it occurs; the operator who runs only humanitarian knowledge is filtered out of operational roles quickly.
Siu's framework requires the operator to know which lens they are running and to switch deliberately. Neither lens is universally appropriate. Both are operationally necessary in different domains. The mature operator runs technological in operating contexts and humanitarian in relational contexts and resists the bleeding of either into the other.
Siu spends substantial space in Op#32 on the cultivation of faithfulness in the operator's cadre. "What all persons of power attempt to build in their cadre is a completely responsive apparatus, based on individuals in whom can be imparted what may be called faithfulness."5
Citing Georg Simmel: "the psychic and sociological state which insures the continuance of a relationship beyond the forces that first brought it about."6 The faithful subordinate continues to serve after the original incentives have changed. The cause of the original relationship has been replaced by the relationship's own self-sustaining force.
Siu lists the faithfulness types he has observed:
Each faithfulness type is technological knowledge applied to subordinate-shaping. The operator knows what produces each variant and selects subordinates accordingly. The framework treats faithfulness as a buildable apparatus rather than as a moral relationship between persons. The buildable-apparatus framing is the technological lens at work.
A reader applying humanitarian knowledge would see a different field: people who have surrendered their independent judgment to a leader, often through sacred-dread or crisis-induced narrowing or psychopathic compartmentalization, and who may bear lifetime costs from the surrender that the leader does not pay. The humanitarian view does not negate the technological observation; it adds a moral dimension the technological lens excludes by design.
Scene 1 — The Lens Audit. Once a week. Pick three substantive interactions you had with people in the last week. For each, ask: which lens was I running — technological or humanitarian? If you do not know, you were probably running technological by default and may have caused relational damage you have not noticed. The audit's purpose is to make the lens-choice conscious rather than automatic.
Scene 2 — The Sheik's Move Test. Before any negotiation or operational request involving multiple parties with conflicting interests, ask: can I structure the situation so that each party's existing motivation drives them toward the outcome I want? The sheik's move was elegant because the structure did the work that argument or appeal would have done badly. Operators who pose this question routinely find structural solutions to incentive problems that look unsolvable when approached through appeal.
Scene 3 — The Four-Role Categorization. When a new person enters your operating field, decide which of the four roles they primarily occupy: resource, target, opposition, milieu. Many operators conflate roles and produce category errors — treating a target as opposition (overreacting), treating opposition as resource (under-defending), treating milieu as target (wasting effort). The categorization is the technological-knowledge prerequisite to any operation involving the person.
Scene 4 — The Confusion-A Detector. Once a quarter, on yourself. Are people in your personal life — spouse, children, close friends — exhibiting reduced openness, increased guardedness, or polite distance that did not exist earlier in the relationship? If yes, you may be bleeding technological lens into humanitarian contexts. The other party can usually feel the lens before you can name it. Their adjustment is the diagnostic.
Scene 5 — The Confusion-B Test. Once a year, on operational decisions. Are there decisions you have postponed or avoided because making them in the technological mode would feel cruel to specific individuals? If yes, you may be bleeding humanitarian lens into operational contexts. The decision-postponement has costs to the institution and to the broader population that would have been served by the operation. The cost may be higher than the cruelty avoided.
When the lens-confusion is producing damage, the early signs are observable. The pattern markers:
When two of the five are present, the lenses are blurring. When all five are present, the operator has effectively collapsed the distinction Siu insists on, and the costs are accruing in both directions.
The technological-vs-humanitarian distinction fits a wide range of professional contexts. Medical practice routinely faces the distinction (technical medicine vs. humanistic medicine, both required, neither sufficient alone). Educational practice does too (curricular technology vs. relational mentoring). Senior leadership in any large organization requires running the technological lens for operations and the humanitarian lens for direct-relationship management. Operators who can switch deliberately are durably more effective than operators who cannot.
The Arabian sheik example is the canonical small-scale demonstration. The four-roles framework (resources, target, opposition, milieu) is observably operational in military doctrine, marketing strategy, political campaign management, and organizational design. The faithfulness taxonomy fits a wide range of cult, military, religious, and political histories.
Siu's amoral framing places the page in the operator's instruction-manual category. The humanitarian-knowledge category is acknowledged but not developed. Siu does not write the humanitarian-knowledge chapter. The reader is left to import humanitarian knowledge from elsewhere and apply it in non-operational contexts. This produces a structural asymmetry: the framework's reader becomes more competent at technological knowledge while their humanitarian-knowledge competence depends on sources outside the framework. Operators who do not deliberately develop the humanitarian side experience the lens-confusion costs as a mysterious drift; the framework would name the drift if it had developed the humanitarian-knowledge side.
A second tension lives in the faithfulness apparatus. Siu's discussion of how to cultivate sacred-dread loyalty, crisis-induced commitment, and psychopathic-availability subordinates is technological knowledge in its purest form. The Allen Dulles statistic — only one CIA agent in ten years felt scruples — is offered without moral weight. Modern readers may experience the passage as morally jarring. The framework predicts they will. Siu is operating in the technological mode throughout; the moral discomfort is the reader's humanitarian lens reasserting itself, which Siu's framework would categorize as not the relevant lens for this content.
Two domains illuminate the technological-vs-humanitarian framework from outside the operator's frame. One supplies the historical case where the technological lens collapsed onto its target with paranoid intensity. The other supplies the cognitive infrastructure that runs both lenses on the same neural machinery.
History — The Philotas Trial: Paranoia Becomes Instrumental
Picture Alexander after a discovered conspiracy. A young soldier brought information about an assassination plot to Philotas — son of Parmenion, one of Alexander's most senior commanders. Philotas did not report it. Days passed. The soldier eventually found another channel to Alexander. The conspirators were executed.
Alexander faces a question. What to do with Philotas? Philotas claims he simply did not think the threat was serious. The young soldier's account seemed to him the imaginings of a young man rather than a real danger. He had no reason to report what looked like a minor matter.7
Alexander's path through the question is the page's load-bearing case. He could have run humanitarian knowledge about Philotas — recognized the person, weighed the years of military service together, considered the relational context, treated the lapse as a judgment error from someone he had reason to trust. He could have run technological knowledge about Philotas — recognized that a senior commander who had failed to report an assassination plot was a structural risk regardless of his subjective intent, and acted to neutralize the risk while preserving formal honor.
Alexander did neither cleanly. He collapsed the two lenses into a paranoid-instrumental hybrid. Philotas was tortured. He was executed. His father Parmenion, hundreds of miles away with no involvement in the original lapse, was killed as well — purely on the technological logic that Parmenion would now be dangerous given what had been done to his son. The instrumental lens consumed the humanitarian lens, then consumed the rest of the relational architecture around the original incident. The result was a court increasingly run on paranoid-instrumental cognition where any lapse in subordinate behavior risked elimination. Alexander's later years exhibit the structural consequence: increasingly few advisors capable of telling him difficult truths, increasingly impulsive decision-making, increasingly visible relational damage in the inner circle.
The Philotas case is the cautionary version of Siu's framework. Lens-confusion at scale produces the Alexander pattern. The technological lens, run pure and applied to relationships that should have been governed by humanitarian knowledge, produces paranoid instrumentalism that destroys the relational substrate the operator's effectiveness eventually depends on. What the pairing reveals — that neither concept produces alone — is the failure mode of an operator who has internalized only the technological lens. Siu names the framework but does not unpack its failure modes at scale. The Philotas case unpacks one. The operator who runs technological cognition continuously, without preserving humanitarian space for trusted relationships, eventually finds that no relationships are trusted because the cognition has metastasized into paranoia. The paranoid-instrumental hybrid is not the technological lens working correctly; it is the technological lens consuming the humanitarian lens's domain. The cost is the operator's loss of the inner-circle trust that even the most technologically-competent operator requires for sustained operations. Alexander's late-career deterioration was foreshadowed in his treatment of Philotas, and the Siu framework, read against the Philotas case, predicts the deterioration.
Psychology — Theory of Mind: The Ability to Know What Others Don't Know
Picture a four-year-old taking the cookie test. The researcher places a cookie in box A. The four-year-old leaves the room. The researcher moves the cookie to box B. The four-year-old returns and is asked: when [the puppet character] comes back, where will he look for the cookie?
A two-year-old says: box B. (She knows the cookie is in box B; therefore the puppet must know.) A four-year-old says: box A. (The puppet doesn't know it moved.)8
The four-year-old has acquired Theory of Mind — "the ability to hold in her awareness that other people have separate mental states, different knowledge, different beliefs, different desires than she does." The capacity is not a moral achievement; it is a cognitive achievement that opens two distinct downstream uses.
The Theory of Mind page names both. "You can manipulate them by controlling what they believe. You can empathize with them by understanding their perspective is genuinely different from yours. You can lie — create a belief in someone else's mind that contradicts reality."9
Read what the cognitive science is documenting. Theory of Mind is the substrate for both of Siu's knowledge-types. Technological knowledge of people requires modeling what they believe in order to predict and harness their behavior. Humanitarian knowledge of people requires modeling what they believe and feel in order to recognize their experience and respond with care. The neural machinery is the same. The deployment differs. The operator who runs technological cognition is using vmPFC and TPJ regions to predict; the operator who runs humanitarian cognition is using the same regions to empathize and care. What the pairing reveals is why Siu's non-confusion requirement is operationally difficult. The two lenses share neural architecture. Switching between them is not switching between systems; it is switching between deployments of the same system. Operators who run technological cognition continuously train their Theory of Mind machinery in predictive-instrumental patterns. The same machinery, when called on at the dinner table for humanitarian deployment, exhibits residual activation patterns from the day's training. The lag the Inverse Law page named (page #32) is partly Theory of Mind reconfiguration time. The lag is real. The cost compounds. The framework's instruction to keep the lenses non-confused requires the operator to actively reconfigure the same neural circuits across contexts, which is more demanding than the simple instruction suggests.
The pairing also reveals that the lenses cannot be permanently separated even by cognitive design. They share machinery. The operator who attempts to develop only the technological deployment will eventually experience humanitarian-deployment failures (the Philotas trajectory). The operator who attempts to develop only the humanitarian deployment will eventually experience operational failures (the Confusion-B failure mode). The framework's robustness requires both deployments to be developed and deliberately switched. The neural-architecture finding explains why this is hard rather than easy.
The Sharpest Implication
If Siu and the Philotas case and the Theory of Mind literature are reading the same structural fact, then most operators are running one lens by default and developing the other only sporadically. The default is usually whichever lens the operator's role rewards more frequently. Senior executives default to technological. Caregiving professionals default to humanitarian. Each default produces blind spots in the non-default domain.
The implication for the reader is that lens-development is part of operator-maturation. Operators who do not actively develop the lens their role does not reward will exhibit the specific failure modes Siu's framework predicts: operational decision-paralysis (humanitarian default in operational role) or relational hollowing (technological default in operational role). The remedy is deliberate practice in the under-developed lens. Most operators do not undertake the practice because the costs of the failure modes are not fully visible until they accumulate.
For operators in roles that require both lenses substantially (parents who are also senior professionals, religious leaders, therapists who run institutions, military commanders with families), the framework's non-confusion requirement is operationally critical. The lens-switch cannot be hidden from the people on the receiving end. They feel which lens the operator is running. The mismatched lens degrades their experience whether or not the operator notices. The Siu-instructed discipline is to know which lens is appropriate for each context and to deploy it cleanly.
