The lineage's transmission-medium determines its Tier-1 occupant. Kurczak/Fish are downstream of Kriya Yoga where pranayama-meditation is the primary transmission and mantras are an adjunct. Foss is downstream of Sanjay-Rath-direct where the 108-mantra apparatus IS the primary transmission. The Tier-1 emphasis is a fossilization of what the lineage's transmission-medium foregrounds, not an objective ranking of effectiveness.

If correct, the choice between hierarchies is not a question of which is right but of which the practitioner has affinity-with-transmission for. A practitioner with strong meditation-affinity should pick Kurczak/Fish. A practitioner with strong sustained-recitation-affinity (Mercury-strong natives, per Foss's framework) should pick Foss.
