For an individual, the natal chart is drawn at birth. For a nation, when is the chart drawn? The Vedic-tradition's answer: the Chaitra-Pratipada — the first day of the bright fortnight of the lunar month of Chaitra (roughly March-April). This is the new-moon of Chaitra, treated as the cosmological-new-year. The chart for this moment, drawn for the nation's capital, is the Chaitra-Pratipada-chakra — the nation's annual karma-pattern.
Larsen at line 1967: "Tradition tells us that the chart drawn for Chaitra Pratipada or the new moon of the month of Chaitra is combined with the charts of the various solar ingresses to make predictions. The Chaitra Pratipada chart is said to show the karma of the ruler and the country. The ruler of the day will specifically represent this ruler in the chart and his/her fortunes; hence special care was always drawn to making this chart."1
The Vāra-lord-of-the-day-of-Chaitra-Pratipada specifically represents the ruler. Their chart-position determines the ruler's fortunes for the year. The Rāja-Jyotiṣa (court astrologer) is taught specific spiritual-penances to prepare for analyzing this chakra — the apparatus is treated with deep ritual-care because it shapes national-level predictions and recommendations.
The Chaitra-Pratipada-chakra is not used alone. It is combined with the charts drawn for solar ingresses into each of the 12 signs across the year. The solar-ingress charts show those who carry out the will of the ruler — the ministers. Specifically:
Special care is taken for the four solar-ingresses into the movable signs (Aries, Cancer, Libra, Capricorn) because they attend to the most important issues for a country.
The rulers-of-the-day-of-all-these-solar-ingresses are then examined in the Chaitra-Pratipada chart itself. The minister-planets are read from their position-relative-to-the-day-lord (the ruler-planet). A minister-planet well-placed-from-the-ruler-planet means the minister is operating in support; poorly-placed means working against. The architecture maps the entire-cabinet's-relationship-to-the-king-for-the-year in a single readable chart-overlay.
For specifically battle-and-warfare analysis, Larsen names the Rudramsa (D-11) divisional chart. Line 2109: "The Rudramsa (D-11) chart is the most appropriate to analyse the battles of the country."2

Specific planet-placements predict specific battle-patterns. Ketu joined Lagna in D-11 = guaranteed trouble for the leader and country. Rāhu in 6th = enemies within the country, government in disarray about whom-to-trust. Mars in 6th of D-11 = enemy-difficulty-at-borders (Mars-borders rule).
The Rudramsa-method is specifically-used in mundane-astrology for war-and-political-conflict-prediction. It is one of the 16 standard divisional-charts but its dedicated-application is national-level battle-analysis.
You are the country's astrologer (or hypothetically — the apparatus works whether-or-not you have the official title). The Chaitra-Pratipada of the year has just passed. You draw the chart for the moment of the new-moon-of-Chaitra at the nation's capital.
Step 1 — Identify the ruler-planet. What day-of-the-week was Chaitra-Pratipada this year? The Vāra-lord of that day is the planet representing the ruler. Note its sign, house, aspects, conjunctions. The ruler-planet's condition specifies the ruler's year-ahead fortunes.
Step 2 — Identify the minister-planets. Calculate the solar-ingress days into each of the 12 signs. Note the day-of-the-week for each. The day-lords are the minister-planets. Track each minister's sign-and-house in the Chaitra-Pratipada chart. A poorly-placed minister-planet in a Māraṇa-Kāraka-Sthāna predicts that-minister's-failure-this-year.
Step 3 — Read the ruler-minister relationships. How are the minister-planets placed relative to the ruler-planet? Beneficial Argalā? Obstruction? Conjunctions? The relationship-pattern predicts cabinet-dynamics.
Step 4 — Read the country's longevity-and-stability. The Lagna of the Chaitra-Pratipada chart represents the country itself. Lagna-lord placement, Lagna-affecting planets, and house-7-and-12 (foreign-affairs and losses) specify national-level patterns.
Step 5 — For war-and-conflict prediction, read the Rudramsa (D-11). Apply the 3rd/6th/11th-house = enemies, 1st/10th/8th-house = country rules to the D-11 chart.
Step 6 — Time-the-events through compressed-Vimśottari. The Chaitra-Pratipada-chakra uses a compressed-1-year Vimśottari-Dashā (the standard 120-year Vimśottari compressed into one year). Each Mahādashā lasts a few months of the year; Antaradashās last days. Major events should occur during specific compressed-Vimśottari periods.
Step 7 — Synthesize the year-ahead prediction. The ruler's likely successes-and-failures; the minister-cabinet dynamics; the country's foreign-policy-and-conflict patterns; the major-event-windows in the compressed-Dashā timeline.
The reading takes several hours for a national-chart of significance. Larsen demonstrates with three worked-examples: Kingdom of Denmark 1849 (lines 1976-2042); Tehran 1978 (lines 2048-2152); Washington DC 2008-2009 (lines 2156-2240).

Ruler-planet identification: Venus is the day-lord of Chaitra-Pratipada — Venus represents the Shah (Muhammad Reza Pahlavi). Venus placed in the 8th house joined first-and-tenth-lord Mercury. The 8th-house placement of the ruler-planet predicts the ruler's-rule-coming-to-an-end or forced-to-flee.
Minister-planet identification: Jupiter is the day-lord of the Aries-solar-ingress — Jupiter represents the prime-minister (Dr. Shapour Bakhtiar). Jupiter in 10th house, Bādhakeśa via 7th-house-lordship, in Scorpio-Navāmsa (3rd-house-of-battle).
Other-significator identification: Sun is the day-lord of Chaitra-Krṣṇa-Pratipada (full moon) — Sun represents the spiritual leader (Ayatollah Khomeini). Sun in Pisces, Capricorn-Navāmsa (5th-house-power), great popularity for the rule-of-priests.
Relationship reading: Sun (Ayatollah) is naturally-friendly to Jupiter (prime-minister) but dire-enemy-of Venus (Shah). The architecture predicts: prime-minister and Ayatollah will operate against the Shah. Historical record: Bakhtiar (prime-minister) did pivot to Khomeini's-side during 1978-79. The chart-prediction-was-correct.
Rudramsa (D-11) battle-chart: Ketu joined Lagna = trouble for leader. Rāhu in 6th = enemies within. Venus (Shah) in 12th of D-11 = loss-of-power-position for the Shah, with Sun (Ayatollah) ruling the Shah's fate (Sun = 12L-lord-of-Venus-house). The D-11 confirms the Rāśi prediction.
Compressed-Vimśottari timing: Major-events occurred during specific compressed-Mahādashās — Mercury (Shah's downfall begins), Ketu-Rāhu (riots, destruction of regime-symbols), Sun (Ayatollah's massive support), Mars (Shah's debilitated-third-lord exile-effort), Rāhu (Shah's reputation-collapse), Jupiter (revolution-arrives), Saturn-Mercury / Saturn-Venus (prime-minister-asks-Shah-to-leave; Khomeini's return). The compressed-Dashā-timing predicted the actual revolution timeline within months.
The Chaitra-Pratipada-chakra read in March 1978 correctly predicted the entire arc of the Iranian Revolution that culminated in February 1979. The apparatus was operating at the national-prediction-scale and it worked.
A practitioner attempting mundane-astrology without the Chaitra-Pratipada-chakra method shows specific failures:
They cannot identify who is who in the chart. They read all planets generically. The Chaitra-Pratipada method specifies which planet represents the ruler, which the prime-minister, which the military, etc. — a layer of operational-specificity that generic-chart-reading lacks.
They miss minister-ruler dynamics. The solar-ingress-day-lords-as-ministers method makes cabinet-dynamics readable. Without it, the practitioner treats minister-roles as undifferentiated.
They cannot predict specific event-timing through compressed-Vimśottari. They use general-transit analysis which has lower-resolution. The compressed-Vimśottari-on-the-annual-chart is the specific timing-method.
They cannot use the Rudramsa-D-11 for battle-analysis. They read battles from the Rāśi chart, which is less-precise than the D-11 specific application.
The Chaitra-Pratipada-chakra method is introduced at lines 1965-1971 with citation of Sanjay Rath's Focus on Nepal (2006) as the foundational source. Three extensive worked-examples follow: Denmark 1849 (lines 1976-2043), Tehran 1978 (lines 2048-2152), Washington 2008 (lines 2156-2204) and 2009 (lines 2207-2240). The Rudramsa-D-11 method for battle-analysis is at lines 2109-2113. The compressed-Vimśottari-application is demonstrated throughout the worked-examples.
The Chaitra-Pratipada method assumes a national-capital-based chart-location. For nations whose seat-of-power-shifts (capital-cities have moved historically), the location-choice is operationally significant. Larsen does not provide explicit guidance for capital-shift cases — the implicit assumption is to use the current capital.
The method also assumes a single-ruler-figure for chart-interpretation. Modern democracies with elected-leadership-rotations may not map cleanly to the king-and-minister architecture. The Washington-DC-Chaitra-Pratipada-2008-and-2009 worked-examples address this — the Vāreśa still represents the incumbent leader and the solar-ingress-day-lords still represent cabinet/ministerial-figures. The architecture is adaptable.
The compressed-Vimśottari-Dashā for annual-prediction has 9 Mahādashās compressed into 1 year. Each Mahādashā lasts approximately 40 days for Sun (6/120 ratio) through 60 days for Venus (20/120 ratio). The fine-grain Antaradashās are days-long. The method requires careful date-tracking; minor calculation-errors can shift event-windows.
The Chaitra-Pratipada-chakra method is most-developed by Larsen within the held vault-sources. Foss's per-graha-mantra-volumes do not address mundane-astrology. Kurczak/Fish reference mundane-astrology briefly without developing the Chaitra-Pratipada-chakra-method. Pai's per-Nakṣatra work is individual-chart-focused. DiCara's 27 Stars, 27 Gods is deity-mythology-focused.
The convergence: the Chaitra-Pratipada-chakra method is Sanjay Rath's published-work (cited at line 1967 with Focus on Nepal 2006). Larsen transmits Rath's method. The lineage-position is consistent: this is Rath-direct teaching. Other Rath-lineage practitioners would use the same method.
The deeper convergence with Foss's mundane-and-collective-event-methodology (which uses Rāhu-sign-transits and political-archive-cases): both Larsen and Foss have mundane-astrology methods but they operate at different time-scales. Larsen's Chaitra-Pratipada is annual-cycle; Foss's Rāhu-transit-method is 18-month-Rāhu-cycle. The two methods can be operationally-combined for multi-scale national-prediction.
Rao gives a wider mundane-apparatus toolkit but treats it cautiously. His Chapter 35 catalogues the full chart-stack a national-prediction can draw from: leader's birthchart, swearing-in chart of the leader, birthchart of the nation if available, lunar new year charts, solar new year charts, monthly charts, plus transit-techniques that map nations onto rāśis and nakṣatras and read transits from those national-rāśi-points.3 But Rao adds an admission that distinguishes his methodological humility from Larsen's confident transmission: "This approach needs a lot of further research and it is beyond the scope of this textbook." The toolkit is sketched; the operational-validation is acknowledged as incomplete. Rao does not develop the Chaitra-Pratipada-chakra as his central mundane-method the way Larsen does — he instead treats mundane-astrology as a research-frontier rather than as settled apparatus. Three Sanjay-Rath-direct disciples thus produce three different mundane-postures: Larsen elevates Chaitra-Pratipada as central operational keystone, Foss develops Rāhu-transit-cycles with political-archive validation, Rao catalogues the toolkit and flags it as needing further empirical work. The convergence holds (all three trust the basic apparatus); the operational-prominence differs widely.
The Chaitra-Pratipada-chakra method as a recurring-annual-national-chart has structural parallels in two domains where annual-cycle-prediction is operationally used.
history: Political Forecasting and Cyclic Models — contemporary political-forecasting (Bruce Mesquita's The Predictioneer's Game, Philip Tetlock's superforecasting research, Peter Turchin's structural-demographic-cycles work) has developed methods for predicting national-political-events. The methods cluster on game-theoretic-modeling (Mesquita), expert-aggregation-with-calibration (Tetlock), and cyclic-structural-demographic-modeling (Turchin). All three approaches operate on annual-or-multi-year time-scales and produce probabilistic-predictions about specific-event-categories. The structural parallel to Larsen's Chaitra-Pratipada-chakra is direct: both apparatuses produce annual-scale-national-event-predictions using systematic-methods. The methods integrate personality-assessment with situational-pressure analysis. The structural parallel to Larsen's ruler-planet-and-circumstance-reading is direct: both apparatuses identify the specific personality of the ruler and the specific pressure-from-circumstance and predict the resulting-events. The cross-domain insight: leadership-psychology has empirical-validation-methods (validated psychometric-instruments, biographical-evidence-coding, peer-review of personality-assessments) that Vedic-mundane-astrology lacks. Conversely, Larsen's method generates specific-planet-position-reading that can be checked against actual-leader-behavior without requiring the costly psychometric-and-biographical apparatus. If the Chaitra-Pratipada-chakra method is operationally accurate (the Tehran-1978 worked-example is empirical-validation of one case), then a systematic-record-keeping protocol for annual-national-chart-predictions across multiple-countries-and-years would establish the method's predictive-track-record. The apparatus is testable — the predictions are specific, time-bounded, and event-categorized. A retrospective-validation study (drawing Chaitra-Pratipada charts for the past 50 years for major nations, recording the predictions the apparatus generates, comparing against actual events) would either validate or falsify the method at scale. The retrospective-test is feasible with chart-calculation software. The method has not been so tested. The implication: serious validation-or-falsification of this apparatus is possible-but-has-not-been-done. The vault holds this as testable-claim rather than asserted-fact.
