Try to run an empire that stretches from Afghanistan to Bangladesh, from Nepal to Karnataka, when your fastest form of communication is a rider on horseback and there's no telephone, no telegraph, no way to send a message faster than a body can physically travel. That's the practical problem sitting underneath every grand claim about Ashoka's "absolute authority" — a theory of imperial power has to survive contact with how long it actually took a piece of information to cross the empire and come back.

A message sent and a reply received — the minimum unit of an actual two-way administrative exchange — could take about two months. Cities closer to the center, like Ujjain, would take less time, but still several weeks.1
Stretch that across a whole career of governing, not just one exchange. Ashoka reigned roughly thirty-seven years. If even a modest fraction of the empire's genuinely urgent administrative questions — a disputed judgment, a famine report, a border incident — required a Pataliputra round trip to resolve, the cumulative lag adds up to years of the empire's collective decision-making time simply spent in transit, never mind the substance of any single decision.
Some scholars have pushed back on Fussman's numbers as overly conservative. Olivelle doesn't adjudicate the exact figures, but he accepts the structural conclusion regardless of precisely how many days: "It was difficult, if not impossible, to control a far-flung empire directly from the centre."1
And all of this assumes dry-season travel. During the monsoon, which could last up to four months, travel became difficult at best and often flatly impossible — rivers swelled, and ancient India had no bridges to cross them safely.1 Fussman's thirty-day estimate is a best case, not an average.
Think through what that actually means for a working government. A message dispatched from Pataliputra in the last dry weeks before the rains arrive might not receive a reply until well after the monsoon breaks — not two months later, but potentially five or six, once the seasonal closure is added to the ordinary travel time in both directions. An administrative question that seemed urgent in a dry-season April could still be unanswered by the following autumn.
This isn't a minor caveat tacked onto Fussman's numbers — it's a second variable stacked on top of the first, and it makes the communication lag not just long but unpredictable. A provincial official couldn't even reliably calculate how long a round trip would take, because the answer depended on whether the request happened to fall on the right side of the monsoon calendar.
Picture the calendar math from the official's side of the exchange, not just the king's. An official at Kandahar deciding whether to escalate a difficult case to Pataliputra or resolve it locally isn't just weighing the seriousness of the matter — he's weighing the season. Escalate in the wrong month and the answer might not come back before the next planting cycle, the next tax collection, the next flare-up of whatever problem prompted the question in the first place. Any administrative system built to function inside this reality had to be built for uncertainty, not just for delay. A rigid, purely hierarchical bureaucracy — one where every meaningful decision genuinely had to wait for Pataliputra's sign-off — would have simply stalled for a third to a half of every year, region by region, as the rains rolled through at different times across a subcontinent-spanning territory. That kind of system doesn't survive contact with an Indian monsoon. Something had to absorb the seasonal shock, and the something was local discretion.
Romila Thapar's formulation — that "the Mauryan state ushered in a new form of government, that of a centralized empire" — is, in Olivelle's reading, correct as a description of Mauryan theory of governance, but incomplete as a description of Mauryan practice. The king's authority was absolute on paper; his writ, in principle, extended to the farthest corners of the empire. That was the theory. Fussman's own summary, which Olivelle quotes as reflecting "by and large the historical reality," describes an empire functioning with "a central absolute power, personal... relying on the army and on efficient officers; with a regional administration organized in a non-systematic fashion exercising royal authority, with more liberty the further away from the royal power and putting into practice the king's orders only when they fitted in with the local reality... with traditional local powers... which... continued to function as autonomous bodies under the more or less strict supervision of Imperial officials."1
Read that summary slowly and notice the phrase "more liberty the further away from the royal power." That's not describing a breakdown of the system — it's describing the system working as designed, once you accept that the design had to accommodate distance in the first place. Fussman isn't diagnosing Mauryan governance as failed centralization. He's describing a coherent architecture that simply isn't the architecture the "centralized empire" label leads a modern reader to expect.
Distance from Pataliputra didn't just delay communication — it functioned as an inverse dial on how much local discretion a given administrator actually exercised, regardless of what the emperor's edicts said his authority was supposed to be. A governor at Ujjain, a few weeks from the capital, operated on a shorter leash than a governor at Suvarnagiri, a full month away — the same formal title, the same nominal chain of command, but a genuinely different lived relationship to central oversight depending on nothing more than how far the messenger had to travel.
The apparent tension is easy to state. A king insists, repeatedly and at length, on his own hands-on, always-attentive governing style. Rock Edict VI puts it directly: "At all times — whether I am eating, in my inner chambers, in my private quarters, at the farm, in a vehicle, or in a park — everywhere informants should inform me about the people's affairs. And everywhere I myself attend to the affairs of the people." That same king presides over an empire that, by simple physics, could not actually be governed this way from a single point.
The tension resolves once you separate the rhetorical claim from the administrative architecture. Ashoka's edicts to his mahamatras and rajukas grant them real, independent authority to reward and punish, precisely because he needs officials capable of acting without waiting two months for instructions. The independence he grants is not generosity — it's structural necessity dressed as royal benevolence.
The solution the Mauryan state — and, Olivelle notes, the Persian empire before it — converged on: strong central authority backed by a strong army, paired with a genuinely decentralized bureaucracy that absorbed the communication lag by pushing real decision-making authority down to provincial governors and mid-level officials, who then operated with the emperor reserving only the right to intervene and issue binding orders when he chose to and could. The system worked because it was decentralized in practice, not despite Ashoka's centralizing rhetoric.
Notice that Olivelle's Persian comparison is doing real analytical work here, even in the brief mention it gets. If two separate ancient empires, built under different dynasties, different religious frameworks, and different geographies, independently converged on the identical structural solution — nominal central absolutism plus real functional decentralization — that convergence is itself evidence the solution wasn't a matter of any one ruler's personal governing style. It's what communication physics forces any sufficiently large pre-modern empire toward, almost regardless of who's sitting on the throne.
Put the Rock Edict VI quote and the travel numbers side by side and the gap becomes concrete rather than abstract. Now run the actual arithmetic. An informant in Suvarnagiri witnesses something Ashoka would want to know about. Whatever Ashoka means by "at all times... I myself attend to the affairs of the people," it cannot mean what the sentence's own grammar suggests: an emperor whose attention arrives while the affair is still live. What it can mean, and probably does mean, is something closer to a standing commitment — every report will eventually be read, every matter will eventually receive a royal response, and the emperor considers this ongoing responsiveness a core part of his role even though "at all times" is doing more rhetorical work than literal work. The edict isn't lying, exactly. It's describing an aspiration and an administrative philosophy in the tense and vocabulary of a fact.
This is worth sitting with because it changes how the rest of Ashoka's first-person governance claims should be read. If "at all times, everywhere" survives contact with the travel math only as aspiration, other similarly totalizing first-person claims in the corpus deserve the same scrutiny before being taken at face value.
A skeptic could object that this is overreading a single rhetorical flourish — that "at all times, everywhere" is simply how royal inscriptions across many cultures talk, a stock formula rather than a literal claim anyone was ever meant to take at face value. That's a fair caution, and it's part of why this case study treats the finding as an interpretive lens rather than a smoking gun. But even granting that the language is partly formulaic, the formula had to be plausible enough to a Mauryan audience to function as praise rather than obvious flattery — and the travel math is what tells us how much work "plausible" was actually doing.
It also reframes what the edict is actually accomplishing rhetorically. A subject in Suvarnagiri reading or hearing Rock Edict VI isn't being told a verifiable fact about response time — they have no way to check it against Fussman's arithmetic. They're being told something about the character of the king: attentive, tireless, personally invested in even the smallest matter. The claim's persuasive power depends on nobody in the audience running the calculation this page just ran. That doesn't make the claim cynical, but it does make it a piece of rhetorical craft rather than a status report, and both readings can be true about the same sentence at once.
You're building a timeline of Ashoka's governance claims, and Rock Edict VI is sitting in front of you making a bold promise: constant personal attention, everywhere, at all times. Your first pass just logs the claim at face value — "king personally oversees administration." Then you go back to Fussman's travel figures, and something starts to bother you about how those two facts sit next to each other.

An open question the thesis doesn't resolve: how much of the "decentralization" visible in the inscriptional record was a deliberate governance philosophy Ashoka chose, versus an unavoidable structural accommodation he made peace with rhetorically.
