What actually happened: the Khitan and Chinese allied troops, harboring grievances against the Jurched they had just helped defeat, lusted after revenge and destruction. They stripped gold from palace walls. They pried precious stones from their settings. They loaded oxcarts with treasure. They kept what they grabbed, treating each soldier as having the right to his own loot.
Shigi-Khutukhu arrived to oversee orderly cataloging and found chaos. Mongol officials outside the city — including the royal cook — had accepted gold-embroidered silk as bribes to allow the chaos to continue. When Shigi-Khutukhu refused his own offered bribe and reported the situation to Genghis Khan, Khan became furious. He rebuked the Khitan commander. He confiscated goods that could be recovered.4
But the architecture had already failed. The chaotic looting meant:

The British widow's pension was established in 1693, the American GI Bill in 1944, the Soviet veteran-family support systems in the post-WWII period. The Mongols had the operational equivalent in 1202.
The implication: institutional military welfare is not a uniquely modern invention. It is a 13th-century Mongol invention that modern states gradually re-discovered. The genealogy of military welfare in Western political-theory accounts is approximately 600 years too short.
This is uncomfortable because Western military history tends to treat soldier-family welfare as a humane modern innovation that distinguishes contemporary armies from the brutal armies of the past.
