In 1261, Khubilai Khan created the Office for the Stimulation of Agriculture under the authority of eight commissioners. The Office's mandate was to improve farmers' lives and crop yields and to promote the general well-being of the peasantry. This was, structurally, the first dedicated agricultural-promotion ministry in Chinese imperial history that did not focus primarily on tax-extraction.1

The Office worked across multiple operational lines. They transplanted Chinese rice and millet varieties into Persia and the Middle East. They brought Persian fruits, peas, beans, grapes, lentils, nuts, carrots, turnips, melons, and leaf vegetables to China. They developed new hybrids by combining varieties from different regions.2

The Office for the Stimulation of Agriculture continued through Khubilai's reign and into the early 14th century. Hasan inspects the shoots. They are in good condition. He has his Chinese agricultural staff prepare planting beds with soil compositions appropriate for citrus. The shoots are planted. Hasan supervises the watering, fertilizing, and pruning schedule across the next year. By the second year, the shoots are established as small trees. By the third year, they are producing first fruit.

Across the same period, Hasan is also working on Chinese rice varieties that the station will send back to Tabriz for adaptation in Persia. He selects rice strains that have shown resistance to disease and high productivity in the local Chinese conditions. He prepares seed shipments that will travel back along the same Mongol postal routes. Within several years, the Chinese rice will be growing in Tabriz agricultural facilities. Persian agronomists will be adapting it to Persian conditions.

The cross-imperial agricultural exchange happens continuously across multiple decades. Hundreds of shipments. Hundreds of crop varieties. Multiple experimental stations. When the Yuan dynasty falls in 1368, the Ming dynasty does not preserve the institutional infrastructure. The Office for the Stimulation of Agriculture is dismantled.
