Level 2 Manipulation: Making the Truth Misleading
Level 2 manipulation doesn't require lying about the facts — it exploits how humans reason about facts. A manipulator using statistical rigging and logical fallacies presents true or partly-true information in ways that lead to false conclusions.
The vulnerability isn't ignorance about facts; it's inability to reason correctly about facts.1
Statistical Manipulation Techniques
Cherry-Picking: Presenting Only Favorable Evidence
Mechanism: Select data that supports a conclusion while omitting data that contradicts it.
Why it works: All the presented data is true, so fact-checking can't refute it. But the omitted data is crucial for correct reasoning.
Example: A company claims "satisfaction is up 15% this year." True. But omitted context: satisfaction was at an all-time low last year, competitors are up 25%, industry average is up 8%. The statistic is true but misleading.
Example: A politician claims "unemployment is down" (true) while omitting that workforce participation is also down (people stopped looking for work), or that new jobs are mostly part-time.
Base Rate Neglect: Ignoring What's Normal
Mechanism: Present a statistic without its baseline frequency, making rare events seem common or vice versa.
Why it works: Without context, any number can be made to mean different things.
Example: "This supplement made 80% of people feel better!" Sounds impressive. Without baseline: 70% of people taking placebo also felt better. The supplement is actually 10 percentage points above placebo.
Example: "Shark attacks are up 20% this year!" True, but sharks attacks are so rare that year-to-year variation is huge. 20% more of something extremely rare is still rare.
Correlation as Causation: Confusing Relationship With Cause
Mechanism: Observe that two things move together and conclude one caused the other.
Why it works: Causality usually does involve correlation. Humans use correlation as a heuristic for causality, but the heuristic can misfire badly.
Example: Ice cream sales and drowning deaths are correlated. But ice cream doesn't cause drowning; warm weather causes both. A manipulator could claim "we need to ban ice cream to prevent drowning."
Example: Countries with more psychologists have higher suicide rates. Causation goes the other way: higher suicide rates drive demand for psychologists. Or both are caused by urbanization.
Regression to the Mean: Mistaking Natural Variation for Effect
Mechanism: An extreme event is followed by a more normal event. Attribute the normalization to an intervention that occurred between them.
Why it works: The natural world shows regression to the mean. Extreme events (very high scores, very low scores) are often followed by more average outcomes. An intervention between them gets credit for the natural regression.
Example: A sports team has a terrible season. They fire the coach. The next season, performance returns to normal. People credit the new coach. But teams in slumps naturally improve. The new coach gets undeserved credit.
Example: A struggling student starts a tutoring program. Their scores improve from terrible to average. The tutoring gets credit, but regression to the mean may explain most of the improvement.
Denominator Manipulation: Choosing the Baseline
Mechanism: Present the same statistic with different denominators to make it look dramatic or insignificant.
Why it works: The same truth can look different depending on what's in the denominator.
Example: "Murders up 100% in small town" (went from 1 to 2). "Murders up 100%" sounds alarming. "1 additional murder" sounds minor. Same fact, different denominators.
Example: "Market share down 5%" (from 30% to 25%) vs. "Market share down 1/6" — the same number, different presentation makes one sound worse.
Outlier Inclusion/Exclusion: Choosing What Counts
Mechanism: Include or exclude data points to make averages look better or worse.
Why it works: Averages are sensitive to outliers. Including an outlier can distort the average dramatically.
Example: A company reports "average salary increased $5,000 this year" but this includes a new CEO hired at massive salary. Worker salaries actually decreased. The average is true but misleading.
Example: Removing "outlier" data points that contradict your conclusion — but those outliers might be the most important data.
Logical Fallacy Manipulation Techniques
Begging the Question: Assuming What You're Trying to Prove
Mechanism: Include the conclusion in the premise, then present the argument as proof.
Example: "This product works because it's effective" — the conclusion (it works) is just restated as the premise (it's effective).
Example: "God exists because the Bible says so, and the Bible is true because it's God's word" — each premise assumes what it's trying to prove.
Straw Man: Misrepresenting the Opposition
Mechanism: Misrepresent what the opponent actually argues, then refute the misrepresentation.
Why it works: Refuting the misrepresentation feels like winning the argument, even though you didn't actually address the original position.
Example: Opponent argues "we need stronger environmental regulations." You refute "the opponent wants to shut down all industry." You've refuted something they didn't argue.
Example: Political debate where positions are systematically caricatured so they're easier to refute.
Appeal to Authority: Treating Authority as Proof
Mechanism: Use an authority's statement as evidence, treating authority opinion as fact.
Why it works: In domains where you lack expertise, trusting authorities is rational. But authority opinion on topics outside their expertise is just opinion.
Example: A famous scientist's opinion on nutrition is treated as fact because they're a scientist, even though their expertise is in physics.
Example: "A CEO says this is the best product" — CEO opinion is marketing, not objective fact.
False Dilemma: Presenting Only Two Options When More Exist
Mechanism: Present only two options (usually good and bad) when multiple options actually exist.
Why it works: Simplification feels clear. Multiple complex options feel confusing. People choose between the presented options rather than seeking alternatives.
Example: "Either you support this policy completely or you want to destroy the country" — presents as binary when many middle positions exist.
Example: "You're either with us or against us" — other positions (neutral, partial agreement) are excluded.
Ad Hominem: Attacking the Arguer Rather Than the Argument
Mechanism: Criticize the person making the argument rather than engaging with what they argued.
Why it works: If you can make the person seem untrustworthy, their argument seems untrustworthy regardless of its merit.
Example: "You can't trust that climate argument because the scientist had an affair" — the affair has nothing to do with climate science.
Example: "That policy is wrong because the person proposing it is corrupt" — the corruption is separate from whether the policy is good.
Hasty Generalization: Drawing Broad Conclusions From Limited Cases
Mechanism: Observe a pattern in a few cases and conclude it applies broadly.
Why it works: Humans naturally generalize from limited evidence. It's usually good reasoning but can misfire.
Example: "I know three people who quit their jobs to start companies. Everyone should quit and start companies" — three cases don't support a universal claim.
Example: "Immigrants in my neighborhood are hardworking. All immigrants are hardworking" — local observation overgeneralized.

Understanding logical fallacies and statistical principles doesn't protect you from them when applied skillfully. Research shows that people who understand biases still fall for them. This suggests the problem isn't knowledge of the technique but speed of reasoning under uncertainty. Even knowing a fallacy exists, evaluating whether a specific argument commits it requires time and cognitive effort. Under time pressure or information overload, people default to heuristics and fall for fallacies they could recognize with more time. The implication: defense requires slowing down reasoning, not just knowing what to avoid.
