Picture a hall before a war. Not soldiers, not maps spread on a campaign table — a quiet room in the ruler's ancestral temple, the place where the family dead are honored. Men sit with bundles of little counting rods. One side of the room is "us," the other side is "them." Someone asks a question out loud: whose general is more able? A rod goes down on the side that wins that point. Whose troops are better trained? Another rod. Whose laws are more thoroughly obeyed? Another rod. They go down the list — forty questions, maybe more — and when the asking is done, they count the piles. The bigger pile wins the war on paper before anyone has marched a step.1
That room is the birthplace of what a modern defense analyst would call net assessment: you do not measure your own strength in a vacuum and you do not measure the enemy's in a vacuum — you measure the difference between the two across every category that matters, and the balance of differences tells you whether to fight at all. The thing to grasp first is that this was not prayer. The temple was the setting, but nobody was asking the ancestors to reveal the future. The rods were arithmetic. The ancestors were witnesses, not oracles.2
This is the page about that counting. Sun-tzu put it at the very front of the Art of War — chapter one, "Initial Estimations" — and by doing so he told every Chinese general for the next twenty-five hundred years what intelligence was for. It was for filling in the columns before the rods came out.3
Sun-tzu's opening move is a scoring system. He names the categories of comparison and frames each as a question with two sides: "Which ruler has the Tao? Which general has greater ability? Who has gained the advantages of Heaven and Earth? Whose laws and orders are more thoroughly implemented? Whose forces are stronger? Whose officers and troops are better trained? Whose rewards and punishments are clearer? From these I will know victory and defeat."4
Seven questions in that famous passage, but Sawyer notes Sun-tzu actually formulated roughly forty mutually defined, interrelated pairs — paired opposites that together furnished the essential intelligence parameters grounding Chinese tactical analysis thereafter.5 The big structural pairs are things like Heaven–Earth, offense–defense, advance–retreat, and the unorthodox–orthodox. The readiness pairs are more granular and more physical: hunger–satiety, exhausted–rested, ordered–disordered, fearful–confident, cold–warm, wet–dry, lax–alert.6 You read the enemy's true condition by asking which pole of each pair he sits on, and which pole you sit on.
The whole apparatus existed in two places. The big strategic calculation happened in the ancestral temple before mobilization — a state-level go/no-go decision. Then field commanders ran similar but more specific assessments before actually engaging enemy forces — a tactical version of the same arithmetic, closer to the ground and the moment.7 Same method, two scales.
And the output is a decision rule, not a mood. When the calculation shows the enemy holds a decided advantage, the general does one of three things: avoid them, assume a defensive posture, or develop tactics that convert their superiority into weakness — for instance, harassing the rested until they become exhausted, which is just flipping the enemy from the strong pole of one pair to the weak pole.8 Sun-tzu's blunt summary: "If it is not advantageous, do not move. If objectives cannot be attained, do not employ the army. Unless endangered, do not engage in warfare."9
The mechanism is comparison, then tally, then threshold. You do not score yourself against an ideal; you score yourself against this enemy, point by paired point. The tally is the genius of it — by assigning the contest to discrete countable wins, Sun-tzu turned a fog of impressions into a number you can actually act on.
His own statement of the threshold rule is almost arithmetical: "Before the engagement, one who determines in the ancestral temple that he will be victorious has found that the majority of factors are in his favor. Before the engagement one who determines in the ancestral temple that he will not be victorious has found few factors are in his favor."10 Then he twists the knife with a rhetorical question that makes the logic unmissable: if the man with the majority of factors wins and the man with few factors loses, "what about someone who finds no factors in his favor?"11 The answer needs no stating. The rods have already given the verdict.
This is why the most quoted line in the whole tradition belongs to this concept: "What is termed a victorious army is victorious first and then seeks to engage in battle, whereas a defeated army first engages in battle and then seeks victory."12 Winning "first" does not mean winning early in the fight. It means the fight is already decided in the counting hall. The battle is a formality that ratifies the assessment. Lose the count and march anyway, and you have inverted the entire method — you have agreed to settle in blood a question the rods could have answered for free.
The mechanism has one more demand built in: the rods only mean something if the columns are filled with truth. Net assessment is hungry for facts. A category you cannot score honestly is a hole in the count, and the count is only as good as its worst-known column. This is the seam where the whole apparatus reaches out and grabs the intelligence service by the collar — the temple cannot calculate what the spies have not brought home.
Net assessment is the demand-side of every intelligence operation in this corpus. Every spy, every defector, every bribed minister, every traced rumor exists to put a credible value in one of Sun-tzu's forty columns. Without the count, intelligence is hoarding; with the count, intelligence is ammunition.
The handshake to Chi as Military Intelligence Object is the tightest one in the batch. Chi — spirit, morale, the army's animating energy — is precisely the kind of thing the readiness pairs are trying to score: fearful–confident, exhausted–rested, ordered–disordered are all chi-states dressed as countable opposites. Net assessment is the framework that makes chi operationally legible. You cannot put "the enemy feels uneasy" into a tally, but you can put "the enemy sits on the exhausted pole of the rested–exhausted pair" into a tally, and the tactic of harassing the rested until they tire is literally a maneuver to flip an enemy's chi-rod from his side of the room to yours.
To National Combat Profiles the gift is the container. Combat profiles describe the standing character of a state's forces — their temperament, their habits, their structural strengths. The temple calculation is where those profiles get cashed in. A profile is a pre-filled column you carry into the counting hall before this particular enemy even mobilizes; net assessment is the act of laying your profile of them beside your profile of yourself and reading the gap.
The best way to see what temple calculation is is to watch a later text try to turn it into something else. The T'ai-pai Yin-ching is a noted T'ang-dynasty esoteric military text attributed to Li Ch'uan, and its chapter "Temple Victory" takes Sun-tzu's hard arithmetic and dresses it in metaphysics.13
Sawyer's reading is that the T'ang text "essentially reformulates Sun-tzu's analytic thrust with a metaphysical vision."14 Watch the reformulation happen. Where Sun-tzu listed countable pairs, the T'ai-pai Yin-ching opens with cosmology: Heaven esteems preserving the full and adhering to the patterns of yin and yang and the four seasons; Earth esteems stabilizing the precarious; men esteem constraint in affairs and the harmonization of yin and yang.15 The categories of assessment have not vanished — they have been promoted into a three-tiered cosmic order of Heaven, Earth, and Man.
The text then specifies what to look for under each heading, and here the arithmetic survives inside the metaphysics. "Heavenly disasters" are out-of-season weather, deluge and drought, thunder in winter, insects devouring the fields. "Calamities of Earth" are collapsing mountains, blocked rivers, failed harvests, grain unplanted. "Losses of the human realm" are heavy taxes, onerous government, exhausted soldiers, loyal officials estranged and sycophants favored.16 Strip the cosmic framing and these are exactly Sun-tzu's columns — the human-realm losses in particular are a checklist of the weak poles a net assessment would score against a state.
The tell that this is still net assessment and not divination comes in the observational instructions: "When the enemy is quiet observe their yang aspects [visible behavior], when they move investigate their yin [silent, hidden] side. First observe their traces, thereafter know the enemy's mind."17 That is empirical reading of evidence, not prognostication. And the chapter closes by quoting Sun-tzu's "victorious first and then seeks to engage in battle" verbatim, then quoting the entire temple-tally passage word for word.18 The T'ang author has wrapped Sun-tzu's counting hall in yin-yang and the four seasons — but he cannot let go of the rods. The arithmetic is load-bearing even when it is buried under cosmology.
The case study's lesson is double. First, the analytic core was durable enough that even an esoteric military text built itself around it. Second — and this is where Sawyer's continuity claim deserves a flag — the reformulation shows the tradition did not transmit Sun-tzu unchanged. It absorbed and re-coated him. "Continuity" across these dynasties is real at the level of the method's bones, but the flesh kept changing, and a careful reader should not let the verbatim quotation fool him into thinking nothing moved between the Spring and Autumn period and the T'ang.
You are the ruler's chief planner. It is dawn. The campaign question has been put to you and tomorrow you must answer the court.
You walk into the ancestral hall with two clerks and two bundles of counting rods. The tablets of the dead are along the far wall; you do not address them. You face the two low tables, "ours" and "theirs," and you begin reading from the list your house has used for three generations.
Whose general is more able. You think of their commander — cautious, twice beaten, slow to commit reserves. You think of yours — younger, but he held the ford last autumn. A rod goes on your table. The clerk's hand is steady.
Whose officers and troops are better trained. Here you stop. You do not actually know. Your spies in their western garrison have sent nothing for two months. You will not guess. You set this question aside, unscored, and you feel the hole it leaves — one empty column, and the count is now uncertain by exactly the width of that hole. You make a note: this is what the night riders must answer before the court convenes.
Exhausted or rested. Their army has been in the field through the wet season, no relief sent. A rod on your table — and as it lands you see the tactic forming, the way you would harass them further, deny them the dry camp, push the rod harder onto your side.
When the list is done you count. Your table holds the majority. But you stand there a moment longer, looking at the one empty column, because you have read Sun-tzu and you know the count is only as honest as its worst-known square. You will not tell the court "we are favored." You will tell them "we are favored in every column we have filled, and there is one we cannot fill, and I want it filled before we move." That sentence — favored but for the unscored square — is what temple calculation feels like when it is done right.
The first failure is mobilizing out of anger. Sun-tzu names it directly: the ruler cannot mobilize the army out of personal anger, the general cannot engage because of personal frustration.19 The diagnostic sign is a war whose justification is a feeling rather than a column. When the reason given is "they insulted us" and not "the rods favor us," the count has been skipped and a mood has taken its chair.
The second failure is fighting first and seeking victory after — the inverted army. You can spot it because the planning happens during the campaign instead of before it, in the field tent instead of the temple hall. Sun-tzu's whole point is that this ordering is backwards; a defeated army is recognizable by the timing of when it does its thinking.20
The third and subtlest failure is the confident count with a hollow column. The rods say you win, the planner reports a majority, and everyone marches — but two or three of the decisive columns were filled with guesses dressed as facts. This is the most dangerous failure precisely because it wears the costume of method. The diagnostic sign is a net assessment that nobody can trace back to a source: ask "how do we know their troops are poorly trained?" and the answer is a shrug or an assumption. A count you cannot audit is not net assessment. It is divination with extra steps.
The fourth is letting the temple become the oracle — using the hall's solemnity to launder a decision already made. When the calculation always confirms what the ruler wanted, the rods have stopped counting and started flattering.
Michael Handel called Sun-tzu the first thinker to discuss net assessment, and Sawyer's presentation supports the claim: the systematic, comparative, quantified evaluation of two sides across many weighted parameters is exactly what the "Initial Estimations" chapter sets out, and nothing earlier in the record does it so explicitly.21
The central tension sits inside the temple itself. The calculation was performed in the ancestral temple — the most numinous room available — and yet Sawyer insists it "was not a form of divination" but rested on quantified estimates assigning numerical values to objectively examined aspects, perhaps via tally sticks.22 The same building housed turtle-shell and milfoil divination for other state questions. So the temple was simultaneously the home of rational net assessment and of supernatural prognostication, and the texts of the tactical tradition spend real effort policing the boundary — insisting the calculation is human arithmetic even as the prognosticatory tradition flourished alongside it. The boundary was contested, not settled.
A second tension is in the transmission. The Shuo Yüan, a first-century B.C. syncretic text, praises the sage king who "plans it carefully, scrutinizes it cautiously within the scope of his plans, and then confirms it through divination by the turtle and milfoil."23 Here planning and divination sit side by side as complementary, not rival — the opposite of Sun-tzu's sharp separation. Which means "the tradition" did not speak with one voice on whether calculation replaced divination or merely preceded it.
Open question: how literal were the tally sticks? Sawyer says "perhaps employing a system of tally sticks" — the qualifier is his.24 We do not have a surviving temple-calculation worksheet. The arithmetic is inferred from the texts' language of "more" and "few" factors, not from a recovered apparatus.
A second open question: did the forty paired parameters ever exist as a fixed canonical list, or did Sun-tzu name representative pairs and leave the set open? The seven questions of the famous passage and the dozen-odd readiness pairs Sawyer lists do not add to forty, which suggests the "forty" is a count of the kind of comparison, expandable in practice — but the texts do not give us the closed list.
Sawyer is a translator-synthesizer braiding sources across two thousand years, and his great organizing claim is continuity — that Sun-tzu's analytic thrust runs unbroken from the Spring and Autumn period through the Sung and Ming. The T'ai-pai Yin-ching evidence both serves and strains that claim. It serves it because the T'ang text quotes Sun-tzu verbatim and builds its "Temple Victory" chapter on his frame. It strains it because the same text transforms the frame — wrapping countable arithmetic in yin-yang cosmology and a Heaven-Earth-Man hierarchy that Sun-tzu's lean chapter never reaches for. A reader should hold both: the method persisted, and the method mutated, and Sawyer's smooth continuity narrative is doing some flattening of a bumpier reality.
The deeper convergence is across genres. The Shuo Yüan, a syncretic non-military text, independently arrives at "Plans that precede affairs flourish, affairs that precede plans perish."25 When a court-philosophy anthology and a war manual reach the same maxim, that is genuine convergence — the calculate-first principle was not a military specialty but a shared assumption of Chinese statecraft. The disagreement is only over the last step: does the calculation stand alone (Sun-tzu) or does it get confirmed by the turtle and milfoil afterward (the Shuo Yüan)? That is the live seam, and it is the same seam this whole concept lives on.
To Divination and Its Rejection. These two pages are the front and back of the same coin, and the structural relationship is sharper than simple opposition. Net assessment is not merely "not-divination" — it is divination's functional replacement, occupying the same slot in the decision pipeline. Both answer the identical question ("will we win?"), both run before mobilization, and both, in Sun-tzu's case, happen in the very same building. The insight that neither concept generates alone is this: rejecting divination created a vacuum that had to be filled, because rulers will not march without some advance verdict on the outcome. Net assessment is what rushes in to fill the vacuum the rejection opens. You cannot take away the oracle without supplying a substitute that does the oracle's job — gives a yes-or-no on the future — by other means. The tally sticks are the secular oracle. And this explains why the boundary stayed contested: the prognosticatory tradition kept flourishing precisely because net assessment, honest about its empty columns, could never promise the certainty divination pretended to offer. The forty-column count tells you the odds; the turtle shell tells you the answer. Frightened rulers wanted the answer. So the two methods coexisted in the temple not by accident but because each supplied what the other structurally could not — and that tension is invisible if you read either page alone.
To Sun-tzu's Five Categories of Spies. The five-spies doctrine is usually read as the supply side of intelligence — the machinery that produces foreknowledge. Net assessment is the demand side that gives the machinery its purpose and its shape. The handshake produces an insight about why Sun-tzu specifies five distinct spy types rather than one: because the temple count needs many independent columns filled, and a single channel of information cannot fill them without the risk of one corrupted source poisoning the whole tally. The five types are a diversification strategy driven by the structure of the count — local spies for the readiness columns, internal spies for the laws-and-orders columns, doubled spies to validate the enemy's own assessment of himself. Read the five spies through the temple frame and the doctrine stops looking like a list and starts looking like a sourcing architecture purpose-built to fill a net-assessment worksheet. Neither page says this; it only appears when you lay the demand of the count beside the supply of the spies and see that the shape of the supply is dictated by the shape of the demand.
To Chinese Military Theory's Historical Development. The development page tracks how the tradition grew across dynasties; temple calculation is the single thread you can pull to test whether that development was continuity or transformation. Laying them together exposes that "the tradition continued" and "the tradition stayed the same" are different claims — the T'ai-pai Yin-ching kept the arithmetic and changed its clothing — and that distinction is the methodological caution the development page needs and the calculation page supplies.
Sharpest implication. Sun-tzu's most radical move was not inventing spies — it was inventing a worksheet. By forcing the war decision into countable columns, he made it auditable: a war can now be challenged not on courage or honor but on arithmetic. The political consequence is enormous. A planner who can say "show me the column that favors us" has a tool to stop a ruler's vanity war — and a ruler who skips the count has revealed that his war was never about winning.
Generative questions.
