The 4th house is the home/mother/foundational-environment — the place where primary education naturally occurs. Aparā Vidyā is learned in the home from the mother first, then in formal schools the family arranges. So the 4th house holds it.
The 5th house is mantra and personal-intelligence. Mantras are the technology of Parā Vidyā — the sound-vibrations that transform consciousness. The 5th house's connection to Jupiter (kāraka of the 5th) and to children/followers (whom the native teaches what they themselves have learned) makes it the natural seat of higher-knowledge that gets transmitted forward.
The 9th house is the father, guru, higher learning — the place where formal-systematic education-from-elders happens.
