Law 36's Judgment opens with a claim about what noticing does:

By acknowledging a petty problem you give it existence and credibility. The more attention you pay an enemy, the stronger you make him; and a small mistake is often made worse and more visible when you try to fix it. It is sometimes best to leave things alone. If there is something you want but cannot have, show contempt for it. The less interest you reveal, the more superior you seem.1

And the Image, which is the clearest thing in the chapter:

The Tiny Wound. It is small but painful and irritating. You try all sorts of medicaments, you complain, you scratch and pick at the scab. Doctors only make it worse, transforming the tiny wound into a grave matter.2

There Are Two Laws Here and Greene Says So

Read the Judgment again and it changes subject at the fourth sentence.

Sentences 1–3 are about problems: don't dignify them, don't fix them, leave them alone. The variable is attention and the failure is engagement.

Sentence 4 is about desire: if there is something you want but cannot have, show contempt for it. The variable is display and the audience is other people.

Greene flags the split himself later — "This is the offensive aspect of the law" — but files both under one number, and they do not share a mechanism.

The first is about not creating something. A small annoyance ignored genuinely does often dissolve; the attention was what gave it duration. The second is about not revealing something. The thing you cannot have does not dissolve. You still want it. What changes is only what other people can see, which is a claim about reputation and not about the problem.

⚠ The corpus should keep them apart. Sour grapes is a performance and disdain-as-neglect is a policy, and conflating them produces the common misreading of this law: that pretending not to care makes you not care.

Why Neglect Works, When It Works

The defensive half has a real mechanism and it is worth stating without the aristocratic framing.

Most small problems have no independent source of energy. They persist only as long as something feeds them, and in social settings the thing that feeds them is usually the response. An insult nobody answers has one instance; an insult answered has an exchange, and an exchange has participants, a history and a next round.

Greene's Interpretation names it precisely:

When you pay attention to a person, the two of you become partners of sorts, each moving in step to the actions and reactions of the other. In the process you lose your initiative. It is a dynamic of all interactions: By acknowledging other people, even if only to fight with them, you open yourself to their influence.3

Partnership is the right word and it is doing the work. A fight is a joint activity. Both parties are now spending time on the same thing, and the smaller party is getting the better of that trade every time — which is the whole of the Pancho Villa case.

The Failure Is Iatrogenic

⚠ And it explains why the wound image is medical rather than martial. The failure is iatrogenic: the intervention causes the condition it was addressing. Gracián's marginal in the same law says it outright — "the remedy itself is the cause of the disease."

Analytical Case Study: The Law's Own Escape Clause

The Keys concede something that undoes the law as stated, and it is in parentheses:

*If it is impossible to ignore (Pancho Villa had in fact killed American citizens), then conspire in secret to do away with it, but never inadvertently draw attention to the bothersome insect.*4

That is not ignoring. That is acting covertly.

And the Transgression's counterfactuals are the same. Greene lists what Wilson should have done: pressure the Carranza government to catch Villa, work quietly with disillusioned Mexicans for a small raid, or set a trap on the American side of the border.5 Three of the four alternatives are covert operations and only the fourth is inaction.

So the law's actual content is not do not respond but do not respond visibly — and those are different instructions with different requirements. Inaction is free. Covert action needs capability, and Wilson had it.

Do Not Respond Visibly

⚠ Which repairs the chapter rather than refuting it, and the repaired version is better: the mistake was never that Wilson responded. It was that he responded in a way whose failure would be public and whose scale advertised the provocation.

The Two Costs of Visible Response

The Keys name two distinct dangers and they operate independently.

Scale advertises the target. "By paying undue attention to a puny enemy, you look puny, and the longer it takes you to crush such an enemy, the larger the enemy seems." Athens against Syracuse in 415 BC; Kennedy against Castro at the Bay of Pigs, which "made Castro an international hero."6 The size of your response is a public statement about how much the thing matters, and it is a statement you cannot retract.

Success creates sympathy. "If you succeed in crushing the irritant, or even if you merely wound it, you create sympathy for the weaker side." Roosevelt's critics attacked his dog and produced one of his most popular speeches.7

⚠ Put together these form a bind the chapter does not name: losing makes you look weak and winning makes you look cruel, and both are worse than the original irritation. That is the actual argument for neglect — not aristocratic superiority but the observation that a fight with a small opponent has no good outcomes.

Implementation Workflow

Somebody has done something small and irritating and you are composing the response.

Run the three-way test before writing anything. Does the thing have its own source of energy, or does it need your reply to continue? A rumour with a source keeps going; a jibe in a meeting does not. If it needs your reply, your reply is the fuel and nothing else is.

Then check the scale asymmetry. If you are the larger party, there is no proportionate response available — a small response looks weak and a large one advertises the provocation and makes the other party interesting. The bind is structural, so if you find yourself trying to calibrate the size of a reply, that is the signal not to make one.

And if it genuinely cannot be ignored, do the thing the chapter says in parentheses. Not nothing — something quiet. Fix it through a channel that has no audience, work through people already inclined against them, or wait for a moment when the response is not attached to the provocation. ⚠ This is the version that requires resources; the aristocratic pose is free and the covert alternative is not, and the chapter presents them as one option.

The one thing not to do is fix it energetically in public. Kissinger's response to the Pentagon Papers created the Plumbers and the Plumbers created Watergate. The intervention was more destructive than the leak, which is the Tiny Wound in its exact form.

Evidence, Tensions, Open Questions

Strongest evidence. A named mechanism (attention as partnership, costing you initiative), two independent failure modes with dated cases (Athens–Syracuse 415 BC, Bay of Pigs 1961, the Fala speech, the Pentagon Papers), and cross-cultural corroboration in the marginals from four unrelated traditions.

Tension — the Judgment contains two laws. Neglect-as-policy and contempt-as-display share a behaviour and not a mechanism.

Tension — the law's own escape clause is covert action, not inaction, and three of Greene's four counterfactuals for Wilson are operations rather than restraint.

Tension — the aristocratic framing does no work. "Contempt is the prerogative of the king" is decoration on an argument that is entirely about the arithmetic of engagement.

Open questions. How do you tell in advance which problems have their own energy? The Reversal concedes that "some will grow and fester unless you attend to them" and offers Borgia as the case, but the distinguishing feature is exactly what neither the Keys nor the Reversal supplies. Learn to distinguish is not a method.

Author Tensions & Convergences

This law sits directly against Law 34 and neither chapter notices. The Strategy of the Crown tells you to project; this one tells you to withhold. They agree that the audience infers from bearing and disagree about which bearing — and the deciding variable, again, is not supplied.

⚠ But there is a genuine convergence with Law 34's strongest page. Selassie at the League is this law executed — heckled, unresponsive, and the effect produced by the audience's comparison. Law 34 filed it under bearing and Law 36 supplies the mechanism, which is that the reaction is the only new information and withholding it denies the other party a partnership.

And the six-law tempo streak breaks here. Laws 30–35 all turned on pace; Law 36's variable is attention. ⚠ Adjacent but not the same — "most small troubles will vanish on their own if you leave them be" is a duration claim, and attention is what converts a transient thing into a durable one. Record the break; do not extend the streak.

Cross-Domain Handshakes

Clinical practice — the intervention that produces the condition. Thought-Stopping and Covert Assertions documents a technique that works by interrupting a process rather than engaging its content, and the literature around it includes the standard caution that direct suppression of a thought frequently increases its frequency.

Greene's Tiny Wound is that caution generalised to social conflict.

The insight neither produces alone: the clinical finding is usually stated as a curiosity about attention — try not to think of something and you think of it. Applied to Law 36 it becomes structural: the engagement is not a failed attempt to remove the problem, it is a successful attempt to rehearse it. Every response gives the thing another instance, another context, another set of people who now know about it. So "doctors only make it worse" is not a joke about physicians — it is the claim that a class of problem is defined by responding badly to treatment, and the diagnostic question is not how do I fix this but does this belong to that class. Which is the test the chapter's Reversal calls for and cannot state: a problem with its own energy survives your silence; a problem constituted by attention does not.

Ecology and epidemiology — the transmission that requires a host. Mental Contagion and Mass Delusion treats the spread of a belief or panic as dependent on continued transmission, with the course determined by whether the population keeps passing it on.

That supplies the arithmetic behind "never inadvertently draw attention to the bothersome insect."

What the pairing produces: the chapter frames ignoring as a posture — the aristocrat declining to notice. The transmission frame says it is a transmission decision, and reframes the calculation completely. Wilson's response did not fail because it was undignified; it failed because 123,000 men and a press corps are a broadcast, and the raid on Columbus had reached far fewer people than the expedition to punish it did. So the operative question when responding to a small attack is arithmetic and answerable: how many people know about this now, and how many will know after my response? ⚠ If the answer is more, you have amplified rather than addressed it — and that holds regardless of whether your response is correct, which is the part everyone gets wrong, because being right feels like it should be protective.

The Live Edge

Sharpest implication. The law's stated content is ignore it and its actual content is do not respond visibly — Greene's own escape clause is conspire in secret, and three of his four counterfactuals for Wilson are covert operations. That repair improves the law: the error was never responding, it was responding in a way whose scale advertised the provocation and whose failure would be public. And the real argument for neglect is not aristocratic — it is that a fight with a small opponent has no good outcomes: losing looks weak, winning looks cruel, and both cost more than the irritation did.

Generative questions.

  • The forward test the Reversal calls for and cannot state: does this problem have its own source of energy, or is it constituted by the attention? One survives your silence and one does not. Is that distinction operable in advance?
  • How many people know now, and how many after my response? If the answer is more, you amplified it — and that holds even when you are right.
  • The Judgment contains a policy and a performance under one number. Is sour grapes the same law at all, given that the thing you cannot have does not dissolve and only the display changes?
