Tajaka annual analysis needs to know which planet matters most this year. Two strength-calculations identify candidates: Harsha Bala (strength of cheerfulness) and Pancha Vargeeya Bala (five-group strength). The third apparatus — Lord of the Year (Varsheswara) — uses both to identify the year's dominant planet whose dasha will produce the year's most important results.1
Rao chapter 28.3: Harsha bala for the seven traditional planets adds four sources of strength:
A planet with 20 = exceedingly strong. 15 = fully strong. 10 = average. 5 = little strength. 0 = no strength.2

Sum of the five divided by 4 = Pancha Vargeeya Bala. Below 5 = weak. 5–10 = ordinary. 10–15 = strong. 15–20 = very strong. Above 20 = extraordinary.
The varsheswara is identified through five candidates:4
The selection rule: candidates with benefic aspect on annual lagna are short-listed. Among those, the planet with highest Pancha Vargeeya Bala becomes Varsheswara. If tied: the planet appearing as candidate in more of the five categories. If no candidate has benefic aspect on lagna, even malefic aspect is accepted. If no aspect at all, the strongest by Pancha Vargeeya Bala. Final fallback: candidate (1).
The three calculations form an integrated apparatus. Harsha Bala identifies cheerful-strength — which planets carry favorable energy. Pancha Vargeeya Bala identifies composite-strength — which planets are operationally strongest across multiple measures. Lord of the Year combines both with annual-chart placement and natal-references to identify the single most operationally important planet for that specific year.
The varsheswara's dasha (in any of the three Tajaka annual dashas) is treated as the year's most important window. Its placement, its yogas, its house-rulership all become predictive for year-events.
Rao's example at line 9695: a Tajaka annual chart's five candidates are Jupiter, Sun, Venus, Saturn, Mars. Aspect-check: Jupiter and Saturn have square (malefic) aspects on lagna. Venus occupies lagna. Sun has neutral semi-sextile. Mars has sextile (favorable) on Capricorn lagna from Pisces and the highest Pancha Vargeeya Bala (13.7). Conclusion: Mars is Varsheswara.
The year's most operationally important planet is therefore Mars. Mars's annual dasha will produce the year's defining events. Mars's natal house-ownerships and significations color all year-events.

You compute Pancha Vargeeya Bala for each candidate. You identify the five candidates via the rules above. You apply the selection-cascade: benefic-aspect short-list, highest PVB among them, tiebreaks by candidate-count, fallback to candidate (1). Total time: thirty minutes.
You combine Varsheswara identification with year's Patyayini Dasa (where the Varsheswara typically takes a substantial dasha-period), with year's saham positions, and with year's Tajaka yogas. Integrated year-reading produces specific event-predictions.
The apparatus fails when the practitioner skips Pancha Vargeeya Bala calculation and uses only natural-strength to identify Varsheswara. A natural-malefic with strong PVB beats a natural-benefic with weak PVB. PVB is the operational measure.
A second failure is forgetting the night/day distinction in candidate (1). Daytime new year → Sun's rasi-lord; nighttime → Moon's rasi-lord. Reversing this picks the wrong first candidate.

The standing tension: PVB's formula divides the sum by 4, but there are 5 components. The division is a normalization choice; some classical commentaries divide by 5 instead. The choice affects threshold-categories.

If you accept the composite-strength apparatus, single-measure assessments are operationally inadequate. Identifying the year's most important planet, or the team's most important member, or the campaign's most important message requires multi-measure aggregation. The discipline is aggregation-rigor: define the component measures explicitly, weight them deliberately, aggregate them consistently.
