The Problem With a Good Lie

A deception can be uncovered. That is its structural weakness, and it is worse than it sounds.

that deception can be uncovered and enemies can turn their discovery to their advantage, especially if you think they are still fooled and act under that belief. You are the one doubly deceived.1

So a successful lie has a failure mode that is not merely "found out." It is found out silently, after which every move you make on the assumption that it held is being read by someone who knows better.

Greene's alternative removes the vulnerability by removing the thing that can be discovered:

By creating something that is simply ambiguous, though, by making everything blurry, there is no deception to uncover. They are simply lost in a mist of uncertainty, where truth and falsehood, good and bad, all merge into one, and it is impossible to get one's bearings straight.1

The Struts

The case is small and it is the best demonstration in the book of the difference between a lie and a fog.

In the North African desert campaigns of the Second World War, the English lieutenant Dudley Clarke ran deception operations against the Germans. One of his methods was props — dummy tanks and artillery — so that reconnaissance photographs could not establish the size or location of the English army.1

The prop that worked best was a fake aeroplane made of wood. Clarke dotted bogus landing fields full of rows of them across the landscape.1

Then a worried officer brought him intelligence: the Germans had worked out how to tell the fakes from the real ones. The dummies needed wooden struts to hold up their wings, and enlarged photographs could show them. The dummies would have to be withdrawn.1

Clarke's answer is the page:

he decided to put struts under the wings of real aircraft as well as phony ones.1

And the consequence, stated exactly:

With the original deception, the Germans were confused but could eventually uncover the truth. Now, however, Clarke took the game to a higher level: the enemy could not distinguish the real from the fake in general, which was even more disconcerting.1

Notice what Clarke did not do. He did not build a better fake, or hide the struts, or move the dummies. He degraded the reliability of a signal the enemy had learned to trust — and in doing so converted the enemy's own analytical success into a liability.

Why Ambiguity Is Stronger

The mechanism runs on time and effort rather than on belief.

You make everything so ambiguous and uncertain, spread so much fog, that even if you are suspected of deceit, it does not matter—the truth cannot be unraveled from the lies, and all their suspicion gives them is torment.1

Meanwhile, as they strain to figure out what you are up to, they waste valuable time and resources.1

That last line names the actual product. A lie aims at a wrong conclusion. Ambiguity aims at no conclusion, and an opponent who cannot conclude cannot allocate.

The chapter's opening statement of the escalation:

Deceptive maneuvers are like shadows deliberately cast: the enemy responds to them as if they were solid and real. . . . In a sophisticated, competitive world, however, both sides know the game, and the alert enemy will not necessarily grasp at the shadow you have thrown. So you have to take the art of deception to a level higher, casting shadows within shadows.1

Boyd's Version: Change Half the Signs

The chapter carries a sidebar from Grant Hammond's study of John Boyd that states the same principle with a cleaner example, and it is the most usable thing on this page.

Boyd held that the key to disrupting an opponent is less deception (the creation of a false order) and more ambiguity (confusion about reality itself):

You want to combine fact and fiction to create ambiguity for an adversary, for the combination creates more problems, requires longer to sort out, and calls more into question than merely inserting false information.1

The illustration:

After the Normandy invasion, a group of Germans in stolen American uniforms and jeeps went around the French countryside changing all the road signs to confuse the advancing Allies.

Soon, the Americans figured out that the directions had been reversed and simply did the opposite of whatever the signs indicated.1

And Boyd's correction:

How much more effective it would have been if the Germans had changed only a portion of the signs, a third to a half. . . . Creating ambiguity about the signs' accuracy and prolonging the time it would take to discover the problem would have been far more effective than changing all the signs in a consistent fashion.1

That is the whole idea in one number. A consistently inverted signal is a working signal. Any systematic falsification can be decoded and then used; only inconsistency destroys the channel.

Three Levels, and What Each Survives

Laying the escalation out flat makes the choice concrete.

Level one — the shadow. You send a false signal. It works until it is uncovered, and it can be uncovered because it is a thing, with a shape and a purpose. Worst case: it is uncovered silently and you keep acting on the belief that it holds.

Level two — the countered shadow. The enemy learns the tell. Now your dummies are identifiable, and every dummy you deploy is actively informative to them — it tells them where you are not. A defeated deception is worse than none, because it has been converted into a working intelligence channel pointed at you.

Level three — shadows within shadows. You break the tell itself. The struts go on the real aircraft. Now the enemy's hard-won analytical method returns garbage on every input, real and fake alike, and there is nothing further to discover because nothing is being concealed — only rendered indistinguishable.

The pattern is worth naming because it recurs in every domain where one side learns to read the other: the counter to being decoded is not a better code, it is degrading the alphabet. Every improvement to the fake is an arms race you eventually lose against a patient analyst. Contaminating the real is a one-move exit from the race, and it wins because it attacks the method rather than the message.

The price of that exit is stated plainly below, and it is not small.

Implementation Workflow

You need to stop someone reading you — a competitor, a counterparty, an internal rival — and you have been thinking about what to tell them.

Stop thinking about the message and think about the channel. What are they actually using to model you? Your published output, your hiring, your calendar, your response times, whoever talks to them. Those are your struts.

Then degrade the reliability rather than the accuracy. Do not send a consistent false signal — a consistent false signal is a functioning one, and the moment they invert it you are worse off than before. Make the channel unreliable: sometimes the fast response means urgency and sometimes it doesn't; sometimes the hire signals the direction and sometimes it's a hedge.

Then accept the cost, because it is real and this page will not hide it. Fog is indiscriminate. A channel you have made unreliable is unreliable for you too — you can no longer use it to send anything, including things you might later want believed. Clarke put struts on his real aircraft, which is to say he degraded his own fleet's appearance permanently to protect the fakes.

And know what you are buying. Not a wrong belief — an absence of one, and the time your opponent spends failing to reach it. That is worth having when your problem is someone allocating resources against you, and worth nothing when your problem is someone needing to trust you.

The defensive version is Boyd's example run backwards. If a signal you rely on has been consistently wrong, do not simply invert it — check whether it has become merely noisy, because a noisy channel and an inverted one look identical for a while and require opposite responses.

Evidence, Tensions, Open Questions

Dudley Clarke was a real and important figure in Allied deception — 'A' Force in the Middle East was his — and the dummy-equipment programmes are well documented. The strut anecdote is the kind of vivid operational story that circulates in the deception literature and is hard to source precisely. [POPULAR SOURCE]

The strategy has a cost the chapter does not price. Ambiguity is not targeted. Fog thick enough to blind an opponent also blinds allies, partners, and anyone who needs to coordinate with you — and it degrades your own ability to signal in future. Clarke's solution was cheap because aircraft do not need to be believed by their own side. An organisation that makes its behaviour systematically unreadable pays for it in every relationship that runs on being read correctly.

And "even if you are suspected, it does not matter" is too strong. Being suspected of deception has reputational consequences independent of whether the deception is unravelled. Greene's own Reversal to this chapter concedes that a reputation as a deceiver is costly. Here that concession is absent, because it would complicate the claim.

One thing worth crediting. The Boyd half-the-signs point is a genuinely sharp and non-obvious operational insight, and it survives translation to almost any domain. A systematically falsified channel is a channel; only an inconsistent one is destroyed.

Author Tensions & Convergences

Against Strategy 23 itself, this is the parent chapter's most advanced form and it quietly contradicts the chapter's core instruction. Strategy 23 says a deception must mirror reality — be coherent, banal, and internally consistent, like the FUSAG paperwork. Shadows within shadows says make everything incoherent, so nothing can be resolved. Those are opposite design principles.

The reconciliation available and unstated: mirroring works when you need a specific wrong conclusion; fog works when you need no conclusion at all. D-Day needed Hitler to believe something particular about the Pas de Calais. Clarke only needed the Germans unable to count aircraft. Choose by asking whether you require a belief or merely an absence.

Against Strategy 26: The Strategy of the Void this is the informational version of the same manoeuvre — deny them a target, three chapters early. Greene teaches the physical form as guerrilla warfare and the informational form as deception, and never connects them, though both work by making an opponent unable to locate anything to act against.

And against John Boyd and the Porcupine, this is now the second Boyd concept Greene uses without attribution to the man's actual body of work — the OODA cycle in Strategy 20 and the ambiguity doctrine here, both arriving as sidebars from a biographer rather than in Greene's own voice.

Cross-Domain Handshakes

Behavioral Mechanics → Signal Reliability Beats Signal Content. A channel's value to an observer is not the truth of any single message but the stability of the relationship between message and reality. Destroy the stability and the channel is worthless regardless of what passes through it.

The insight the pairing produces: this makes inconsistency a more powerful weapon than lying, and it is why intermittent behaviour is so much more disorienting than consistently bad behaviour. The partner who is reliably difficult can be planned around; the one who is unpredictably warm cannot, and the unpredictability does far more damage to the other person's capacity to act than the difficulty ever did. The same structure appears in intermittent reinforcement, in erratic management, and in the road signs — and it explains why the most destabilising counterparties are rarely the most hostile ones.

Psychology → Ambiguity Consumes More Than Falsehood. Unresolved uncertainty is cognitively and affectively more costly than a settled bad answer: people tolerate known negative outcomes better than open ones, and unresolved questions continue consuming attention in a way answered ones do not.

The insight neither field gives alone: this makes "they waste valuable time and resources" an understatement of what fog actually costs a target. A false belief is cheap to hold — it resolves, it stops demanding attention, and it frees the holder to act. An unresolvable ambiguity keeps drawing resources indefinitely, and the drain is not a one-off cost of investigation but a standing tax on attention for as long as the situation lasts. Which means fog is strictly more expensive to the target than a lie, and correspondingly harder to justify against anyone you have to keep working with afterwards.

The Live Edge

Sharpest Implication

A consistently inverted signal is still a working signal — the Americans just read the road signs backwards. What destroyed the channel would have been changing half of them. Which means the thing that actually blinds an opponent is not falsehood but unreliability, and the corresponding cost is that you cannot use that channel either, ever again.
