Latta literally means kick. Each planet has a kick-range — a specific count of nakshatras from where it transits — and the kick lands on whatever sits in that target-nakshatra. If a planet's kick lands on the native's Janma Nakshatra (natal Moon's constellation) or Lagna Nakshatra (constellation of natal lagna), the native experiences difficulty related to whatever that planet signifies in their natal chart.1
Rao chapter 26.7 catalogs the eight latta-formulas — four forward-kicks (purolatta) and four backward-kicks (prishtha latta). The doctrine is operationally important: a transit can look favorable in every other refinement-layer (rasi-favorable, Tara-good, Murthi-Swarna, no Vedha) and still produce difficulty if a latta is landing on janma or lagna nakshatra.

Read as: Saturn transiting in Krittika has latta on the 8th nakshatra forward = Makha. If the native's janma nakshatra or lagna nakshatra is Makha, Saturn's latta is operational; difficulty related to Saturn's natal significations is expected.
The latta is operational only when it lands on janma or lagna nakshatra. Latta on other nakshatras is structurally present but doesn't produce significant difficulty for that native.
The doctrine treats each planet as having a specific reach — a constellational distance the kick travels. The distances are empirically codified by classical tradition rather than derivable from a general rule. Saturn's 8th-forward, Sun's 12th-forward, Moon's 22nd-backward — these are fixed per-planet distances regardless of other chart conditions.
The target-specificity (janma nakshatra or lagna nakshatra only) is what makes the doctrine practically useful. Without target-specificity, every transit produces eight simultaneous lattas, most of which don't matter. The native-specific janma and lagna nakshatras filter the latta-detection to operationally significant cases.
When latta lands, the difficulty produced reflects the kicking planet's natal significations. The 6th lord's latta on janma nakshatra produces litigation/disease/enemy troubles. The 7th lord's latta produces marriage/spouse troubles. The 10th-house planet's latta produces career troubles. Each planet's latta-difficulty is shaped by what the planet means in the native's chart.
Latta integrates with the other transit-refinement doctrines (Murthi, Vedha, Tara) as the nakshatra-based negative-influence check. Where Tara identifies bad-Tara transits, Latta identifies targeted-kick effects independent of Tara classification. A planet can be in a good Tara from natal Moon and still kick janma nakshatra; the kick fires even though the Tara is favorable.
Rao at line 9117 emphasizes the doctrine's operational importance: "This is an important concept and readers should memorize the latta formulas." The doctrine is not advanced or supplementary; it is standard refinement.
The integration with dasha-period analysis is structurally tight. A transit producing latta on janma nakshatra during a dasha period that's otherwise favorable produces unexpected difficulty during a favorable dasha — a pattern that confounds the dasha-only reading. The latta-check explains why apparently favorable dashas sometimes produce specific narrow difficulties (vehicle accidents, marital flare-ups, sudden career setbacks).
Rao's worked example at line 9121: a native with janma nakshatra Poorvabhadrapada and lagna nakshatra Hasta. Latta calculation for December 5, 1996 evening:

Jupiter's latta on janma nakshatra is operationally more important (per Rao). Jupiter owns the 4th and 7th houses (vehicle/home and marriage). Jupiter-latta-on-janma predicts difficulty related to vehicle/home/marriage.
The native's actual experience: December 5, 1996 evening, vehicular accident totaled the car. The Jupiter-latta-on-janma (4th-lord influence) matches the vehicular outcome. The Mars-Mercury double-latta on lagna nakshatra (1st-8th houses, accident-related) confirms the accident-frame.
A practitioner ignoring latta would have predicted no specific difficulty for that day. The latta-check identified the accident-window in advance.

For each operational latta, identify the kicking planet's natal significations (which houses does it own, which house does it occupy in natal). The difficulty for that day will be in those significations.
Multiple lattas converging predict heightened-difficulty-day. Time elapsed: ten minutes once procedure is internalized.
The apparatus fails when the practitioner forgets the target-specificity. Latta is operational only when it lands on janma nakshatra or lagna nakshatra. A reader who treats every latta as significant produces noise.
A second failure is missing the operational-priority of janma-nakshatra latta over lagna-nakshatra latta. Rao at line 9140 makes this explicit: "However, latta on janma nakshatra is more important." A reader who weights both equally underestimates janma-nakshatra effects and overestimates lagna-nakshatra effects.
A third failure is misreading the what-kind-of-difficulty prediction. The kicking planet's natal significations determine the difficulty type. Mars-latta predicts Mars-significations difficulty (accidents, conflicts, surgeries). Jupiter-latta predicts Jupiter-significations difficulty (vehicles if Jupiter owns 4th, children if Jupiter owns 5th, etc.). A reader who predicts generic difficulty without identifying the kicking planet's significations produces unspecific predictions.
A fourth failure is treating latta as deterministic. A latta lands on janma nakshatra; difficulty is more likely on that date, not guaranteed. Other factors (dasha period, base-gochara, day-time-specific muhurta) can mitigate. The latta is a strong indicator, not an absolute prediction.
The Latta doctrine is set out in Rao chapter 26.7, lines 9090–9145, with the eight formulas and the December-1996 worked example.3 The classical source is Parashari; the doctrine appears in classical commentaries with stable definition.

A third tension: the doctrine accommodates only seven planets and Rahu (no Ketu in the original list). Whether Ketu has its own latta-formula and Rao simply doesn't transmit it, or whether Ketu specifically doesn't kick, is open. Some other classical sources extend the doctrine to Ketu.
Rao, Pai, DiCara, and the broader classical tradition transmit the Latta doctrine with substantially overlapping definitions. The eight kick-distances are essentially identical across lineages. The Kurczak/Fish lineage gives the doctrine less prominent treatment; their transit-analysis focuses on rasi-gochara and Tara without the latta-overlay. Rao's framework treats Latta as standard refinement; some lineages treat it as advanced.

Generalize: in any system with multiple agents acting on targets, the characteristic distances at which different agents exert different kinds of influence are part of the system's architecture, not derivable from agent-quality alone. The skilled practitioner reads the distance-architecture as well as the agent-quality.
