Rao chapter 26.3 catalogs the Vedha sthanas — obstruction-houses — for each planet's favorable transits. The doctrine is a refinement-layer on top of the base transit-reading, explaining why some structurally favorable transits underperform.
Each planet has specific favorable houses from natal Moon (the gochara apparatus). For each favorable house, the doctrine specifies a corresponding vedha sthana — an obstruction-house. If another planet is transiting through the vedha sthana when the first planet is transiting through its favorable house, the favorable transit is obstructed.

Read the table as: if Mars is transiting in the 3rd from natal Moon (a favorable Mars transit), and another planet is transiting in the 12th from natal Moon, Mars's favorable transit is obstructed.
Two exceptions: (1) Sun and Saturn don't cause vedha on each other (father-son pair). (2) Moon and Mercury don't cause vedha on each other (mother-son pair).3
The doctrine treats transit pairs as the operational unit. A single transit doesn't determine outcomes; the interaction between simultaneous transits does. A favorable planet transiting through its favorable house but with another planet transiting through the corresponding vedha sthana produces a blocked-transit — the favorable potential exists but cannot deliver.
The mechanism is geometric. The vedha-sthana positions are specific to each planet's favorable-house roster and not derivable from a general rule. They are classical-empirical observations — these specific house-pairs interfere, learned from accumulated practitioner experience and codified by Parashara.
The exceptions (father-son, mother-son pairs) suggest the underlying logic. Sun and Saturn are mythologically father-son; their transits don't cancel each other's favorable effects. Moon and Mercury are mythologically mother-son; same exception. The non-cancellation may encode a deeper claim — that intrinsically-related planets don't interfere with each other's expression. The doctrine doesn't make this explicit, but the exceptions hint at the underlying architecture.

Rao's worked example at line 8912 demonstrates four-layer convergence. Bill Gates, natal Moon in Pisces, Mercury transiting in Gemini (4th house from natal Moon, favorable). Vedha-check: 4th-house vedha-sthana for Mercury is the 3rd. The 3rd from Pisces is Taurus. On June 8, 2000, several planets were transiting in Taurus, causing strong vedha on Mercury. Combined with Mercury being Loha-murthi (iron form), the favorable base-transit could not deliver. The legal setback Gates experienced matches the multi-layer obstruction.

A practitioner running only base-gochara would have predicted favorable Mercury results. Running murthi + vedha + tara reveals the obstruction. The doctrine is the discipline that distinguishes shallow from rigorous transit-analysis.

You look up the vedha sthana for that specific planet-house combination in Table 63. You note the vedha-house.
You check the current transit chart: are there any planets currently in the vedha-sthana? You note them.
You apply the father-son and mother-son exceptions. If the obstructing planet is Saturn and the transiting planet is Sun (or vice versa), no vedha — exception fires. The apparatus fails when the practitioner skips vedha-check on apparently-favorable transits. A transit that looks structurally good gets predicted as favorable without the vedha overlay; the actual outcome turns out to be obstructed. The vedha was operational and the practitioner didn't check.
A second failure is missing the father-son/mother-son exceptions. A reader applying vedha mechanically — Sun obstructed by Saturn — produces inflated obstruction-predictions for what's actually an exception-pair. The exceptions matter for accurate reading.
A third failure is over-emphasizing weak vedha. A single distant-aspect planet in the vedha-sthana produces minor obstruction; multiple planets produce severe obstruction. A reader who treats every vedha as equally severe over-predicts negative outcomes.
A fourth failure is computing vedha from the wrong reference. The doctrine is from natal Moon — the houses counted from the native's natal Moon position. A reader who counts from natal lagna or some other reference gets wrong vedha-sthanas.

A second tension: the father-son and mother-son exceptions raise the question of which planetary relationships are exception-bearing. Rao and the Sanjay-Rath lineage transmit the Vedha doctrine with stable definitions. The Kurczak/Fish/Pai/DiCara lineages treat Vedha less prominently in their transit-analysis; the doctrine appears in their texts but receives less operational emphasis. Rao's framework treats Vedha as standard refinement-doctrine; some other lineages treat it as advanced.
The Vedha architecture is a pairwise-interference apparatus — reading how the simultaneous activity of two agents can block one agent's expected output. Several other vault domains run on similar interference-pattern logic.
Behavioral Mechanics: Influence Operations Architecture — Influence practitioners know that a persuasive move can be blocked by a simultaneous competing influence — even when the original move is structurally well-targeted. The blocking-influence doesn't have to be opposite in content; it just has to occupy the specific structural-position that interferes with the original move's expression. Vedha-doctrine formalizes the same insight: a favorable transit is blocked by a planet in a specific structural position, not by an opposed-content transit. The convergence reveals: pairwise structural interference is a generalizable mechanism. The Sharpest Implication
If you accept the Vedha doctrine, the simultaneous activity of multiple agents becomes operationally critical. A favorable agent in a favorable position can still under-deliver if another agent is occupying the specific interference-position. Generalize: in any system with multiple simultaneous agents, the pairwise structural relations matter as much as the individual-agent qualities. Reading any system by individual-agent-quality alone, while ignoring pairwise interference, produces predictions that miss the obstruction-effects.
