Note the recurring construction across all three: rather than requiring.It appears in the cultural-integration section, the influencer section and the platform section, and in each case what is being avoided is the audience knowing what they are receiving. The document treats this consistently as a friction problem.

Phase Four — The Slot Where a Prohibition Would Go

Four activities: mutation management, feedback-loop optimisation, resistance pattern analysis, and long-term cultural integration assessment.1

Two of these are the closest the document comes to a limit, and both are framed as effectiveness questions.
