Law 42 is called strike the shepherd. Its Image is about luring a man away. Both its Observances are physical removals. And then the Keys say this.
The most effective form of isolation is somehow to separate your victims from their power base. When Mao Tse-tung wanted to eliminate an enemy in the ruling elite, he did not confront the person directly; he silently and stealthily worked to isolate the man, divide his allies and turn them away from him, shrink his support.
