⚠ Napoleon's career runs on both instruments simultaneously. ⚠ And the ending is the part that sits hardest against the sentence. He was removed by a coalition of leaders — an assembled alliance of the exact kind his aphorism calls a method of secondary results.

It does not refute the claim — a coalition of monarchs unmaking one emperor is a change of who holds a position, which is what he says intrigue is for. ⚠ What it does show is that secondary results are sufficient to end you, which the sentence's register conceals.

Elite work is cheap, fast and reversible. ⚠ A conversation, a favour, a removal. Boniface neutralised Florence by detaining one man in Rome.
Mass work is slow, expensive and irreversible. ⚠ Cyrus needed a day of labour, a herd of slaughtered livestock and a pre-existing national grievance. Mao needed decades and a country.
⚠ And the asymmetry that matters most is the exit. An intrigue can be abandoned; the parties go back to what they were doing. ⚠ A mass that has been moved does not stop moving because you have finished — which is the property that makes it change the face of the world and the property that makes it uncontrollable.
⚠ The corpus should record the resulting rule, which neither Napoleon nor Greene states. Choose elite work when the objective is bounded and reversible; choose mass work only when you can accept an outcome larger than the one you intended. ⚠ The stroke of genius and the loss of control are the same event.
⚠ And it explains why the chapter's own cases cluster where they do. Liang needed the south quiet for a season while he fought in the north — a bounded objective, achieved on one man. Nobody in Law 43 attempts a mass operation with a limited aim, because there is no such thing.
Establish which kind of result you need before choosing a method. ⚠ If you want a different person in a chair, elite work is faster, cheaper and sufficient. If you want a different chair, no amount of elite work will produce it — and the ceiling arrives without warning, after the technique has already succeeded.
Price mass work honestly, including its irreversibility. ⚠ It is slow, it is expensive, and it does not stop when you do. The question is not whether you can start it but whether you can accept an outcome larger than the one you intended, since that is the normal case.
Do not treat the two as a spectrum. ⚠ Napoleon's word is secondary, not smaller. They produce different kinds of outcome, and effort added to elite work does not eventually convert into structural change — it converts into more thoroughly controlled positions inside an unchanged structure.

Open questions. ⚠ Is the ceiling real or is it a matter of duration? A long enough series of elite operations might accumulate into structural change, and the aphorism denies it without argument. ⚠ And does the distinction survive institutions? Modern structural change is frequently achieved by capturing a small number of institutional positions, which is elite work producing primary results.
⚠ This is the build's most direct cross-chapter contradiction so far, and it is the second time Law 43's margins have corrected an adjacent chapter — with Napoleon III's downfall arriving here after being omitted at Law 41.
⚠ The corpus should record the pattern at the strength the evidence supports. Law 43's marginals and Keys repeatedly supply material that fixes Laws 41 and 42 — an ending, a ceiling, a scope condition — and in no case does the text acknowledge doing so.

The Electoral Crowd and Committee Tyranny opens in Paris, 1894: a working man walks into the public-house where he has months of unpaid drinks on credit, the publican has been kind and has mentioned more than once which candidate the local committee supports — the publican's brother-in-law. The working man understands the situation without it being said. The vote is the interest paid on the credit.

The insight neither produces alone: ⚠ Napoleon's masses is an abstraction and the public-house is what it is made of. The mass was moved one bar tab at a time, by a committee, through obligations that were never spoken — ⚠ which means the distinction between elite work and mass work is not a distinction between methods at all. It is a distinction between scale of aggregation: mass work is elite work performed simultaneously by many small operators, each of whom is working the few in their own room. ⚠ And that explains the cost asymmetry precisely. Moving a mass requires not a different technique but a distribution network of people willing to run the technique locally — which is why it is slow, expensive and irreversible: you have to build the network, and once built it has its own interests. ⚠ The corpus should record the correction to both pages: nobody has ever moved a mass directly. Psychology — the bonds a movement has to break first. The destruction enables the recruitment; the reconstruction enables the control.

What the pairing produces: ⚠ Napoleon's sentence prices mass work at zero and the cohesion account supplies the bill. A population with intact local attachments cannot be moved as a mass — it can only be dealt with as a very large number of small groups — ⚠ which means the precondition for the stroke of genius is a prior act of dissolution.
